Tires will be for the 83 GTI.

Stock size is 185 60 14.

The wheel is 6" deep.  According tire shop guy I can go up to 205 55 with no problems.
I concerned about tire roll if I do that.

I'm not going to put Potenza RE-11's on this car.

Instead I'm looking for the most bang for the buck.
My contenders at the moment are the Kuhmo Ecsta V700 and the Kuhmo V710.

Any advice would be appreciated.

I ran 205 tires many years ago on 6x13 rims on a 2002 I autox'd. You will probably be okay, but a 205 has apprx 8 inch section width so you would probably need plenty of negative camber and stiff springs to reduce roll-over.
I would buy the widest rims you can run in your class and fit the widest tires available for rim size.

spacers with new longer studs will allow you to run wider as well.  I agree with John on springs and camber.  Just remember that anything more than -2 degrees is probably too much, as you will not get proper contact in a straight line.  Each car is different, so you may have to play with it to find the right balance.
